Aim Funds Since the bum economy has resulted in a surplus of office and living space, Rutherford said, a moratorium might allow demand to catch up with supply.

College Free Funds Grant The city's ability to make the necessary improvements to the water and sewer project is now questioned because the City Council approved rate increases that fall short of funding Mayor Shirley Franklin's massive overhaul plan. Franklin's office informed the regulators that the city could not make needed repairs and would miss court-ordered deadlines because of the rate plan, which the mayor vetoed this week.

Active Funds Index Investor The city could lose its national reputation as a good place to do business -- and the economic boon that has come with it -- if it does not resolve the crisis, said Pat Henry, a principal at developer Trammell Crow Co.

Electronic Funds Transfer "Compared to its sister Southeastern cities, Atlanta has been better attracting business here . . . , " Henry said. "In an uncertain environment, will I buy land on Peachtree Street for office space if I have no idea [what's coming]?"
