Funds Mutual Vanguard New York City's promise to combat sprawl in its Croton watershed by spending $25 million on land around its reservoirs is the essential second act of a two-part effort to protect water quality, but it doesn't go far enough, environmental experts said yesterday.

High Yield Plus Fund Inc. (the Fund) is a diversified, end management investment company. The Fund's primary objective is to provide a high level of current income to shareholders. Funds Market Money On Friday, the city announced it was setting aside the money to buy or obtain conservation easements on land around the reservoirs in its Croton system, which stretches across northern Westchester and Putnam. Goldstein and others yesterday said the move showed the city didn't plan to abandon the system once it built a federally mandated water filtration plant.

Funds In Investing Mutual "Even if you filter the water, you need to protect the watershed. This $25 million indicates that," said James Tierney, the state's watershed inspector general.

Funds Load Mutual No Land purchases are a major tenet of the city's 1997 watershed agreement, which seeks to protect the city's drinking water by limiting development through property acquisition and land-use regulations. Less development means less potential pollution washing into the reservoirs.
Funds Investment Since 1997, the city has acquired about 1,200 acres in the Croton system and almost 53,000 acres in its upstate Catskill and Delaware watersheds. The $25 million should net another 700 acres in Westchester and Putnam, officials said.
Funds Retirement The agreement required the city to spend $13.5 million on land in the Croton system, compared with $250 million on property in the Catskill and Delaware watersheds. Land in the upstate watersheds falls under the city's highest priority classification for acquisition because the city wants to avoid building a multibillion dollar water-filtration plant for those six reservoirs.
Funds Trust The disparity between the amounts has long been a sore point for advocates of the Croton system, who oppose filtration and maintain watershed protection is the best way to guarantee the water's quality. The Croton supplies about 10 percent of the entire system's water.
Closed End Funds "It's a step in the right direction," said Marian Rose of Bedford, president of the Croton Watershed Clean Water Coalition. "But unless they follow with a lot more, it's a cruel joke."
Funds Ohio Unclaimed More money isn't likely in "the immediate future," said Ian Michaels, a spokesman for the city's Department of Environmental Protection.
Aim Funds "The New Croton Reservoir is the main focus for the money," Michaels said. "But we'll look anywhere in the Croton system, anywhere there's an environmentally sensitive piece of land."
College Free Funds Grant The New Croton Reservoir drains 57 square miles from portions of Bedford, Cortlandt, New Castle, Somers and Yorktown. Goldstein suggested the county kick in an equal amount of money from the $38 million it received from the city for signing the agreement which, through investment, has grown to $52.5 million.
Active Funds Index Investor Westchester County Planning Commissioner Gerard Mulligan said the county's open-space program and land-acquisition efforts in several northern Westchester towns would be relied upon or preservation.
Electronic Funds Transfer "The thought as far as (the watershed) money is concerned is that it would be better used for projects that didn't have funding elsewhere, like sewage diversion or stormwater runoff control," Mulligan said.
Ci Funds In Putnam, most of the city's land purchases have been around the West Branch and the Boyd Corners reservoirs in Kent and Carmel, which are connected to the Delaware system. Lynne Eckardt, a board member of the environmental group Concerned Residents of Southeast, said she would like to see land slated for development purchased, such as the Meadows at Deans Corner property on Route 124 a proposed 104-home subdivision
