In addition to making certain that our dams meet current safety standards, it's critical that our water resources, lakes and streams are properly maintained. This means that as the loans are paid back, money can be used to fund new loans for dam safety and water resource projects. Thus, Ballot Question 3 will provide for a perpetual source of funding to make certain that our state, to repair and maintain our water resources infrastructure.

Funds Investment The report "will be useful to everybody and it will lead to a tighter surveillance, perhaps some increased regulation" of development, he said.
Funds Retirement Water quality is an important issue for the county and may be the focus of a future study, Taylor said. Patterson has been dealing with nitrate contamination in private wells. The water system in Lake Peekskill is being shut down because it is not filtered.
Funds Trust The Chazen report is "a start of the process of getting into water quality," said county Legislator Arne Nordstrom, R-Kent, chairman of the Soil and Water Conservation Board.

Funds Ohio Unclaimed Chazen Environmental Services spent about six months last year and in 2003 compiling data to identify and characterize the water-bearing capacity of each geographic area and municipality in the county. The county Division of Planning and Development, the Health Department and the Soil and Water Conservation District reviewed and revised the report, which took about six months, Taylor said.

Electronic Funds Transfer Chazen's study is costing about $90,000, paid for by a $70,000 grant from the state Department of Environmental Conservation and $20,000 in county funding. The study was originally only going to cover towns in the New York City watershed. County legislators added $20,000 to look at Putnam Valley, most of which is not in the watershed, and Philipstown.
Ci Funds Taylor said a logical follow-up to the Chazen report would be an in-depth analysis of water quality in Putnam. The current project only touches on issues of water quantity and areas that are vulnerable to contamination. The county is investigating whether there are state or federal grants available for such work, she said.
